This document publishes in the Federal Register an amendment adopting airworthiness directive (AD) 98-05-03 that was sent previously by individual notices to all known U.S. owners and operators of certain de Havilland Model DHC-8-102 and -103 series airplanes. This AD requires a one-time inspection to detect disbonding of the upper and lower skin panels of the horizontal stabilizer, and repair, if necessary. This action is prompted by issuance of mandatory continuing airworthiness information by a foreign civil airworthiness authority. The actions specified by this AD are intended to prevent reduced strength capability and consequent failure of the horizontal stabilizer, which can result in loss of controllability of the airplane.
