Every record carries its source. Airworthiness Directives link directly to their Federal Register document and are checked against the live government record; Service Bulletins link to the manufacturer source. Airworthiness Directives are legally enforceable FAA rules (14 CFR 39.3). Service Bulletins are manufacturer documents with no independent FAA force; where an Airworthiness Directive incorporates one, the directive controls what is required, and where a bulletin revises an FAA-approved Airworthiness Limitations section, the limitations applicable to that aircraft govern under 14 CFR 91.403(c), subject to approved alternatives, and a later revision is not automatically retroactive. Each record points to the directive or the limitations section where one applies.
