Requires replacing oil cooler hoses on The New Piper Aircraft, Inc.

Full official abstract

Airworthiness Directives; The New Piper Aircraft, Inc. (Formerly Piper Aircraft Corporation) PA28 and PA32 Series Airplanes

This amendment supersedes Airworthiness Directive (AD) 76-25- 06, which currently requires replacing oil cooler hoses on The New Piper Aircraft, Inc. (Piper) Model PA28-140 airplanes, and inspecting for a minimum clearance between the oil cooler hose assemblies and the front exhaust stacks and adjusting if proper clearance is not obtained. This action maintains the clearance inspection and oil cooler hose replacements, requires this inspection and these replacements to be repetitive, and extends the applicability to include PA32 series and other PA28 series airplanes. It also provides the option of installing approved TSO-C53a, Type D oil cooler hose assemblies as terminating action for the repetitive inspection requirement. Numerous incidents/ accidents caused by oil cooler hose rupture or failure on the affected airplanes prompted this action. The actions specified by this AD are intended to prevent these oil cooler hoses from failing or rupturing, which could result in engine stoppage and subsequent loss of control of the airplane.

The FAA is adopting a new airworthiness directive (AD) for certain The New Piper Aircraft, Inc. (Piper), Models PA-28-161, PA-28- 181, PA-28R-201, PA-32R-301 (HP), PA-32R-301T, PA-32-301FT, PA-32- 301XTC, PA-34-220T, PA-44-180, PA-46-350P, and PA-46-500TP airplanes. This AD requires you to inspect the control wheel attaching hardware for proper installation, replace if required, add Loctite thread- locking compound to the screw installation, and install a retainer clip to the control wheel attachment. This AD is the result of inadequate control wheel attachment design. The screw used to attach the control wheel to the control column is too short in some installations, and the nut-plate does not have adequate locking features. In addition, the screw is installed from the bottom of the control wheel and will depart quickly after thread disengagement. We are issuing this AD to detect and correct inadequate control wheel attachment design features, which could result in loss of control of the ailerons and elevator. This failure could lead to loss of control of the aircraft.

This document makes a correction to Airworthiness Directive (AD) 97-01-01, which was published in the Federal Register on January 2, 1997 (62 FR 10), and concerns The New Piper Aircraft, Inc. (Piper) PA24, PA28R, PA30, PA32R, PA34, and PA39 series airplanes. The amendment number in this AD is incorrectly referenced as Amendment 39- 9782 instead of 39-9872 in two places. All other reference is correct. The AD currently requires repetitively inspecting the main gear sidebrace studs for cracks, and replacing any main gear sidebrace stud found cracked. This action corrects the AD to reflect the right amendment number throughout the entire document.

This action makes a correction to Airworthiness Directive (AD) 95-20-07 concerning The New Piper Aircraft, Inc. (Piper) PA24, PA28R, PA30, PA32R, PA34, and PA39 airplanes, which was published in the Federal Register on October 5, 1995 (60 FR 52073). That publication incorrectly references who may accomplish the inspections of the left and right main gear side brace studs. The AD currently requires the inspection ``* * * by a facility approved by the FAA. * * *'' The Federal Aviation Administration's intent is to have this inspection accomplished ``by a facility or person authorized by the FAA. * * *'' This action corrects the AD to reflect this change.
