We are adopting a new airworthiness directive (AD) for the products listed above. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI references Latinoamericana de Aviaci[oacute]n S.A. Service Bulletin No. 25/53/03, dated May 10, 2006, which describes the unsafe condition as:

All Airplane Models of The New Piper Aircraft, Inc. (formerly Piper Aircraft Corporation) That Are Equipped with Wing Lift Struts

Full official abstract

Airworthiness Directives; All Airplane Models of The New Piper Aircraft, Inc. (formerly Piper Aircraft Corporation) That Are Equipped with Wing Lift Struts

This amendment supersedes Airworthiness Directive (AD) 93-10- 06, which currently requires repetitively inspecting the wing lift struts and wing lift strut forks for cracks or corrosion on all airplane models of The New Piper Aircraft, Inc. (Piper) that are equipped with wing lift struts, and replacing any strut or fork found cracked or corroded. This AD clarifies certain requirements of AD 93- 10-06, eliminates the lift strut fork repetitive inspection requirement on the Piper PA-25 series airplanes, incorporates models inadvertently omitted from AD 93-10-06, and requires fabricating and installing a placard on the lift strut. This AD results from reports, questions, and information received from the field on AD 93-10-06, which show a need to clarify and add information that will more fully achieve the safety intent of that AD. The actions specified by this AD are intended to prevent in-flight separation of the wing from the airplane caused by corroded wing lift struts or cracked wing lift forks, which could result in loss of control of the airplane.

Full official abstract

Airworthiness Directives; Piper Aircraft Corporation PA-25 Series Airplanes

This amendment supersedes Airworthiness Directive (AD) 93-21- 12, which currently requires inspecting (one-time visual and dye penetrant) the wing forward spar fuselage attachment assembly for cracks or corrosion on certain Piper Aircraft Corporation (Piper) PA-25 series airplanes, and replacing or repairing any cracked or corroded part. This action requires repetitively inspecting (using ultrasonic and dye penetrant procedures) the wing forward spar fuselage attachment assembly for cracks or corrosion, replacing or repairing any cracked or corroded part, and reporting to the Federal Aviation Administration (FAA) the results of the inspections. This action is prompted by the FAA's lack of confidence in detecting internal corrosion in the wing forward spar fuselage attachment fittings while accomplishing the inspection methods required by AD 93-21-12. A report of a crack in the wing forward spar fuselage attachment assembly on an airplane where the inspection requirements of AD 93-21-12 were accomplished also prompted this action. The actions specified by this AD are intended to prevent possible in-flight separation of the wing from the airplane caused by a cracked or corroded wing forward spar fuselage attachment assembly.

Airworthiness Directives; The New Piper Aircraft, Inc. PA-20, PA- 22, PA-23, PA-24, PA-25, PA-30, PA-31P, PA-36, PA-39, and PA-44 Series Airplanes

This document clarifies information in Airworthiness Directive (AD) 85-02-05, which applies to all The New Piper Aircraft, Inc. (Piper) PA-20, PA-22, PA-23, PA-24, PA-25, PA-30, PA-31P, PA-36, PA-39, and PA-44 series airplanes. AD 85-02-05 currently requires installing on the pilot's instrument panel a Piper part number (P/N) 81090-02 placard, which provides information for operation of the parking brake. Piper has superseded that placard with a P/N 683-107 placard, and operators in need of a new placard can only obtain the P/N 683-107 placard. In this scenario, the owners/operators of the affected airplanes could not comply with AD 85-02-05 as currently written. The P/N 683-107 placard contains the same wording as the P/N 81090-02 placard. The actions specified in that AD are intended to prevent airplane controllability problems while involved in ground operation because of improper brake operations. This document maintains the placard requirement of AD 85-02-05, and adds the installation of the P/ N 683-107 placard as an option of compliance.

This document corrects or clarifies a previously issued AD of the same number — it is not a separate, additional requirement. Its "Effective" date above may predate its own "Published" date because it restates the original AD's effective date.
