This AD was prompted by reports of corrosion and cracks affecting the vertical stabilizer. This AD requires repetitive visual and non- destructive testing (NDT) inspections, a one-time NDT inspection of the vertical stabilizer assembly, and, depending on findings, accomplishment of corrective actions. In addition, this AD provides a terminating action for the repetitive inspections if certain actions of the service material are accomplished. The FAA is issuing this AD to address the unsafe condition on these products.

This AD also prohibits installing the affected flexible hydraulic hoses on any airplane. The FAA is issuing this AD to address the unsafe condition on these products.

This AD is prompted by a report of corrosion on the various aluminum alloy reinforcements in the horizontal stabilizer (HS) central box caused by a humid environment inside the box from water ingress and/or condensation. This AD requires a one-time detailed inspection of the HS central box for corrosion; an assessment of the corrosion level; and depending on the determination, repetitive detailed inspections of the HS central box for corrosion and the internal composite structure for surface cracks, distortion, and damage; and repair or replacement of the HS assembly. Repair or replacement of the HS assembly is terminating action for the repetitive inspections. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is superseding Airworthiness Directive (AD) 2023-25- 03, which applied to certain Piaggio Aviation S.p.A. (Piaggio) Model P- 180 airplanes. AD 2023-25-03 required a one-time detailed inspection of the horizontal stabilizer (HS) central box for corrosion; an assessment of the corrosion level; and depending on the determination, repetitive detailed inspections of the HS central box for corrosion and the internal composite structure for surface cracks, distortion, and damage; and repair or replacement of the HS assembly. Repair or replacement of the HS assembly was terminating action for the repetitive inspections. Since the FAA issued AD 2023-25-03, it was determined that AD 2023-25-03 imposed an unintended restriction that is not in the mandatory continuing airworthiness information (MCAI). This AD retains certain actions of AD-2023-25-03 and removes the unintended restriction. The FAA is issuing this AD to address the unsafe condition on these products.

We are clarifying information contained in Airworthiness Directive (AD) 2009-21-08, which applies to PIAGGIO AERO INDUSTRIES S.p.A. (Piaggio) Model PIAGGIO P-180 airplanes. AD 2009-21-08 currently requires repetitive functional tests of the manifold system and replacement of any system that does not pass the functional tests (i.e., movement of the steering system). The language in AD 2009-21-08 incorrectly references not passing the functional tests as "movement of the manifold," and it should read "movement of the steering system" as specified in the service bulletin. The notice of proposed rulemaking (NPRM) referenced it as specified in the service bulletin. This document incorporates the intent of the action as already proposed in the NPRM. We are issuing this AD to prevent a potentially dangerous veer along the runway. The steering system must be in the `off' position during landing and takeoff (in this case when airspeed is higher than 60 knots) according to the aircraft flight manual limitations.

We are rescinding an airworthiness directive (AD) for all Piaggio Aero Industries S.p.A Model P-180 airplanes. We issued that AD to prevent the brake hydraulic fluid from leaking because of the brake assembly rods contacting the brake valve tubing, which could result in the inability to adequately stop the airplane during ground operations. We are adopting a new airworthiness directive (AD) for the products listed above. This emergency AD was sent previously to all known U.S. owners and operators of these airplanes. This AD supersedes Emergency AD 2011-01-51, requires an immediate functional test of the fuselage drain holes, and requires sending a report of the results to the FAA. This AD also allows, with noted exceptions, for the return/ position of the airplane to a home base, hangar, maintenance facility, etc. This AD was prompted by reports of water accumulation in the belly of the fuselage that froze and caused the flight controls to jam. We are issuing this AD to prevent water or fluid from accumulating in the belly of the fuselage and freezing when the aircraft reaches and holds altitudes where the temperature is below the freezing point. This condition could cause the flight controls to jam with consequent loss of control.

This document supersedes Airworthiness Directive (AD) 2003-03- 14, which applies to all PIAGGIO AERO INDUSTRIES S.p.A. (PIAGGIO) Model P-180 airplanes. AD 2003-03-14 currently requires you to inspect and determine whether any firewall shutoff or crossfeed valve with a serial number in a certain range is installed and requires you to replace or modify any valve that has a serial number within this range. The modification consisted of reworked valves that were re-identified with an "A" at the end of the serial number. AD 2003-03-14 allows the pilot to check the logbook and does not require the inspection and replacement requirement if the check shows that one of these valves is definitely not installed. Since AD 2003-03-14 became effective, the Federal Aviation Administration (FAA) has found that the valve manufacturer was not correctly incorporating the modification on reworked valves. Consequently, the installation of modified fuel valves installed per AD 2003-03-14 could allow the unsafe condition to remain on the affected airplanes. This AD would require you to replace any firewall shutoff or crossfeed valve with a serial number in a certain range even if it has been modified per AD 2003-03-14. The actions specified by this AD are intended to prevent a faulty firewall shutoff or crossfeed valve from developing cracks and leaking fuel. This could result in an engine fire.

This AD is the result of reports of in-flight incidents and an accident that occurred in icing conditions where the airframe pneumatic deicing boots were not activated. The actions specified by this AD are intended to assure that flightcrews have the information necessary to activate the pneumatic wing and tail deicing boots at the first signs of ice accumulation. Without this information, flightcrews could experience reduced controllability of the aircraft due to adverse aerodynamic effects of ice adhering to the airplane prior to the first deicing cycle.

Airworthiness Directives; Industrie Aeronautiche e Meccaniche Rinaldo Piaggio S.p.A. Model P-180 Airplanes
This amendment adopts a new airworthiness directive (AD) that applies to all Industrie Aeronautiche e Meccaniche Rinaldo Piaggio S.p.A. (Piaggio) Model P-180 airplanes. This AD requires amending the Limitations Section of the airplane flight manual (AFM) to prohibit the positioning of the power levers below the flight idle stop while the airplane is in flight. This AFM amendment will include a statement of consequences if the limitation is not followed. This AD results from numerous incidents and five documented accidents involving airplanes equipped with turboprop engines where the propeller beta was improperly utilized during flight. The actions specified by this AD are intended to prevent loss of airplane control or engine overspeed with consequent loss of engine power caused by the power levers being positioned below the flight idle stop while the airplane is in flight.

This amendment adopts a new airworthiness directive (AD) that applies to Industrie Aeronautiche e Meccaniche Rinaldo Piaggio S.p.A. (Piaggio) Model P-180 airplanes. This action requires inspecting for cracks around the vertical pin and the torque tube bottom flange of the rudder, and the fasteners that connect the torque tube to the bottom flange (torque tube bottom flange assembly). If cracks are not found, repetitively inspect until cracks are visible. If cracks are evident, this action requires modifying the rudder torque tube bottom flange assembly by replacing the cracked part with a part of improved design, which terminates the repetitive inspection. This AD is the result of several reports of fatigue cracks around the pin that vertically supports the rudder axle. The actions specified by this AD are intended to prevent fatigue cracks in the rudder torque tube bottom flange, which could result in loss of rudder control and possible loss of the airplane.

This amendment adopts a new airworthiness directive (AD) that applies to certain Industrie Aeronautiche E Meccaniche (I.A.M.) Model Piaggio P-180 airplanes that are equipped with a certain freon air conditioning system. This AD requires inspecting the baggage compartment for stringer or air cycle machine (ACM) by-pass duct damage, repairing any damage found, and modifying the freon air inlet duct and electrical wiring. This AD results from trim system malfunction on one of the affected airplanes, resulting from contact between the freon air inlet duct and the electrical wiring. The actions specified by this AD are intended to prevent trim system malfunction caused by contact between the freon air inlet duct and electrical wiring, which could result in loss of control of the airplane.

This amendment adopts a new airworthiness directive (AD) that applies to Industrie Aeronautiche E Meccaniche (I.A.M.) Model Piaggio P-180 airplanes. This action requires modifying the passenger seat cushion next to the emergency exit door handle. Reports of interference between the passenger seat cushion and the emergency exit door handle, preventing the door from opening from the outside, prompted this AD action. The actions specified by the AD are intended to prevent the possibility of not being able to open the emergency exit door during an emergency evacuation of the airplane, which could result in injury to the passengers.

This amendment is prompted by a report of cracking and subsequent failure of outflow safety valves in the pressurization system. The actions specified by this AD are intended to prevent such cracking and subsequent failure of the outflow/safety valves, which could result in rapid decompression of the airplane.

This amendment adopts a new airworthiness directive (AD) that applies to I.A.M. Rinaldo Piaggio S.p.A. Model P 180 series airplanes. This action requires installing a shield on the front section of the engine cradle. A report of power control jamming as a result of freezing conditions during a high altitude flight prompted this AD action. The actions specified by this AD are intended to prevent loss of engine power or the propeller controls from jamming as a result of freezing rain entering the engine nacelle, which, if not detected and corrected, could result in loss of control of the airplane.
